يعد برنامج "الخلية" احد مبادرات المسئولية الاجتماعية للشركة العمانية الهندية للسماد (اوميفكو) ، ويعتبر أول مبادرة من نوعها في السلطنة تقودها شركة من القطاع الخاص، حيث يتم وضع المشاريع التي يملكها ويديرها رواد الأعمال العمانيين في بيئة تسريع و تطوير و احتضان أعمالهم وذلك لمساعدتهم في اكتساب الخبرات الفنية والإدارية لإدارة مشاريعهم التجارية بنجاح، ويتبع ذلك منح بعض المشاريع التمويل الأساسي اللازم ووفقا للشروط للانطلاق في بيئة داعمة تعتمد على التدريب والتوجيه والإرشاد المستمر من قبل خبراء مختصين.
وقد خصصت شركة اوميفكو مبالغ مالية لدعم المشاريع المؤهلة للالتحاق بمشروع الخلية ، ويتم تنفيذ البرنامج بالتعاقد مع بعض الشركات المتخصصة في مجال تطوير المشروعات الصغيرة والمتوسطة وتدريب رواد الاعمال وذلك لضمان الالتزام ليس فقط بأفضل الممارسات الدولية في مجال تطوير المناخ المواتي لريادة الاعمال ، ولكن أيضا ليتم نقل الخبرات والمهارات بشكل فعال لإدارة فريق الخلية وذلك لضمان الاستدامة للبرنامج.
ويقوم البرنامج بتنظيم الندوات وورش الأعمال في كل من صور ومسقط من أجل تحفيز المبادرين والتعرف على أصحاب المشاريع الأكثر التزاما بالأفكار التجارية ، والأكثر قدرة على البقاء والمنافسة في السوق المحلية العالمية ، كما يوفر البرنامج التدريب والتوجيه المكثف بنظام التدريب المستمر في "معسكر ريادة الأعمال" وذلك لصقل وتحويل أفكار رواد الأعمال إلى خطط عمل ملموسة قابلة للتنفيذ والاستدامة، وفي نهاية "المعسكر" يتم منح أصحاب المشاريع الواعدة تمويلا تأسيسيا من رأس المال اللازم ووفقا للشروط للبدء بمشروعاتهم مع استمرار التوجيه والرصد والمتابعة من قبل الخبراء والمختصين خلال المراحل الأولى والحرجة من عمر المشاريع المبتدئة.
